Through funding provided by the Missouri Department of Mental Health’s Division of Behavioral Health, ten Prevention Resource Centers (PRCs) cover the entire state, providing technical assistance and support to community coalitions in their service areas. Meet The Team Jenny Armbruster PreventEd Executive Director Jenny Armbruster is the Deputy Executive Director for PreventEd in St. Louis. She holds a Master’s Degree in Counseling and been employed with PreventEd (formerly NCADA) since 2007, with over 20 years working in social services. As the Deputy Executive Director, Ms. Armbruster oversees PreventEd’s Counseling Program, Community Prevention and Public Awareness efforts. In addition to these areas, Jenny also provides supervision for PreventEd’s opioid education and naloxone program. She is a Certified Reciprocal Prevention Specialist, Licensed Professional Counselor and Youth Mental Health First Aid facilitator. Kristin Bengtson PreventEd, Associate Director of Community Strategy Kristin Bengtson is the Associate Director of Community Strategy at PreventEd. She graduated from Missouri State University with a Bachelor of Arts in Anthropology with Minors in Sociology and Linguistics. For the past ten years, she has worked with community coalitions in the Greater St. Louis Area addressing substance use prevention priorities at the local level. She is especially passionate about youth leadership development and youth advocacy, serving as the Co-Director for PreventEd’s Teen Institute. In her free time, she enjoys spending time with her fiancé and cat, exploring restaurants in St. Louis, and playing soccer. Jessica Howard FCC Behavioral Health, Director of Prevention Services Jessica Howard is a Missouri Advanced Prevention Specialist with over 20 years of prevention programming experience. Jessica currently serves as the Substance Use Prevention Program Director for FCC Behavioral Health of Kennett, MO. Jessica is a wife and mother of two fabulous daughters who are also professionals in the field of prevention. In her free time, Jessica enjoys time at the lake and spending time with friends and family. David Lewey Community Partnership of the Ozarks, Director, Prevention & Youth Support Division David Lewey is the Prevention Resource Center Director at Community Partnership ofthe Ozarks, where he works with a team of Prevention Specialists dedicated to reducingsubstance use and promoting healthier communities across Southwest Missouri. Withnearly a decade of combined experience in law enforcement and child welfare, Davidbrings a valuable, real-world perspective to public health and community safety efforts.He previously served as a Prevention Specialist and Community Organizer, roles thatdeepened his expertise in grassroots mobilization and coalition building. David ispassionate about strengthening community partnerships, and fostering cross-sectorcollaboration to create lasting change. Allison Austill Southeast Missouri Behavioral Health, Director of Prevention & Community Education Allison Austill is passionate about her position as the Director of Prevention and Community Education. She works to educate youth and families on the dangers of substance use and to provide them with the tools and resources they need to make healthy choices by promoting and implementing evidence-based prevention strategies. Being from Southeast Missouri, Allison has a deep understanding of the challenges facing Missouri communities and has developed a strong network of partnerships with coalitions, schools, and community stakeholders. In her free time, Allison enjoys spending time with her husband and daughter as well as reading as many books as she can. Susan Bradford Missouri Institute of Mental Health, Partnership for Success, Project Director Dr. Susan Bradford's experience includes working with both state and local organizations to improve the data infrastructure for increasing behavioral health across the state. She has been involved with several large scale evaluations and led the team which analyzed and reported the most current Missouri Student Survey results. Dr. Bradford is the current Project Director for the Partnership for Success project. In these positions she has worked to help Missouri stakeholders implement data driven decision making. She is recently married and enjoying settling into her new house with her husband and 3 kitties. In her free time she loves to travel. She also fosters cats and kittens for the APA of St. Louis. Ann Jansen Southeast Prevention Resource Center, Prevention Advocate Ann Jansen is from Southern Illinois, but now works in Southeast Missouri. She has been in prevention for 15 years. Her first 5 years of youth substance misuse prevention were in Illinois. Ann has been employed at the Southeast Prevention Resource Center (PRC) for the last 10 years. The PRC is located at Southeast Missouri State University located in Cape Girardeau. Ann loves working within the 6 counties, 9 state registered coalitions, and youth that the PRC serves. Ann possesses the Certified Reciprocal Prevention Specialist (CRPS) credential. She is also certified to facilitate a few different curriculums. Rikki Barton Onward Consulting, CEO/Lead Consultant Rikki Barton has a passion for communicating essential messages to move individuals and communities onward in their goals. She is the Founder/Lead Consultant of Onward Consulting, holds the Missouri Advanced Prevention Specialist certification, and international IC&RC certification. She has over 16 years of prevention field experience and currently serves as a consultant to assist organizations, coalitions, and state/federal agencies in the areas of substance use prevention, suicide prevention, and mental health promotion. She has extensive experience working with community coalitions, providing training, grant writing, managing funding sources, and leading a team of preventionists. In her free time, she loves to be active in nature with her dog and jumps at a chance for a fun game night. Laura Bruce Beacon Mental Health, Prevention Manager Laura Bruce is the Manager of Prevention at Beacon Mental Health Services, Inc. in Kansas City, Missouri. She holds both the Missouri Advanced and Certified Reciprocal Prevention Specialist credentials and has spent the past decade+ working with coalitions to reduce substance use, promote mental health, and build resilience in local youth. In her role at Tri-County, she loves thinking up new ideas, working alongside amazing staff and partners, and strategizing for long-term change. Laura is passionate about protecting the health and safety of the next generation and is excited to help everyone join in this mission. In her free time, Laura enjoys Crossfit, finding fun with her husband and kids, crossword puzzles and cheering on Kansas City sports. Edward Mears Preferred Family Healthcare Prevention, Manager Edward Mears has worked for Preferred Family Healthcare (PFH) for over 15 years. He worked for many years in behavioral health before becoming a Prevention Specialist for the Prevention Department. Mears states, “Working in the prevention field has filled me with a great sense of pride. As a department that is here to serve our communities, one of our biggest goals is to save lives. Every youth that hears our message and stays away from drugs is a potential life saved. We have a great team here at PFH Prevention that wants to be a positive light in an otherwise dark world. I am thankful that Prevention has allowed me to make an impact in every area of my life.” Outside of work, Mears has two sons and a wife of 15 years. In his free time, he enjoys spending time with his children, fishing, and being outdoors. Margaux Mueller First Call, Director of Prevention Services Margaux Mueller was born in Kansas City and raised in Phoenix, Arizona. Upon graduating from the University of Arizona in 2014, Margaux began working in the substance-use treatment field in Phoenix, where she worked with women seeking recovery. A year later, Margaux re-located to Kansas City to begin working at First Call as a Community Prevention Specialist and found that her passion lies with the prevention of Substance Use Disorder. She shares that this is because she grew up in a home where substance use was prevalent and knows the importance of having a trusted adult in a child's life. Margaux is confident that with positive programming in place, young people can thrive and overcome adversity despite life’s challenges. When Margaux is not working, she enjoys traveling, decorating her home, & spending time with her husband and her Golden Retriever, Leo. James "Jamie" Myers Prevention Consultants of Missouri and Compass Health, Executive Director Jamie Myers is an accomplished pioneer in the substance use prevention and behavioral health promotion fields, leading the development, implementation, and evaluation of multiple evidence-based programs and services. Working in the behavioral health and prevention fields for over 30 years, Jamie has served as the Executive Director of Prevention Consultants of Missouri since its inception in 1993. His leadership includes building collaborative relationships, delivering a wide range of training, and empowering communities to build protective factors and reduce risk factors through the implementation of effective prevention strategies. Jamie is also an adjunct faculty for the professional counseling program at Webster University and is a licensed professional counselor.

The Network provides an avenue for aligning prevention efforts by sharing ideas and disseminating current research, best practices, publications, and resources. ABOUT Division of Behavioral Health Prevention Resource Centers Missouri PRC Network Community Coalitions Division of Behavioral Health (DBH) The Division of Behavioral Health provides services through a network of contractors who operate alcohol and drug use prevention programs. The Division monitors these providers and their staff, who must meet certification standards. Preventing substance use not only prevents the tragic consequences of addiction but allows for better use of the limited resources available to the Division of Behavioral Health. Therefore, the Division strives to reduce the number of persons needing treatment through an extensive prevention effort including Prevention Resource Centers and community coalitions. DBH Prevention Resource Centers (PRC) Prevention Resource Centers are the primary source of technical assistance support for community coalitions. The goal of the PRC is to facilitate development of teams capable of making changes in substance use patterns in their community. MO PRC Community Coalitions Community coalitions are a network of volunteer, community teams that focus on alcohol, tobacco and other drug issues as a part of a broad mission and/or array of services. The organization and development of community coalitions was initiated in 1987. Each team is composed of community volunteers from the area served. Teams receive technical assistance and training from the Prevention Resource Center on a variety of topics related to organization development and implementation of prevention strategies. FUNDING Mini-Grant Funding Coalition Resource Funds Mini-Grant Mini-Grant Funding Substance use prevention coalitions registered with the Division of Behavioral Health are eligible to apply. This application must address drug and alcohol use prevention. All awardees are expected to use evidence-based interventions to meet the projected outcome, when available. Must submit directly to your Prevention Resource Center. FY2027 awards announced in mid-June with a July 1 start date. Guidelines Be sure to review all funding guidelines in the mini-grant application before submission. Below are a few highlights of those guidelines: Funding is available for up to $5,000. Coalition must show a 50% match on funds requested. Mini-Grant funds are not intended to support one-time events unless they are tied to a larger, ongoing effort. Funds may not be used to purchase incentives or other symbolic disposable items intended for giveaways. Submit Application The mini-grant application for 2026-2027 is here! Be aware that changes were made to the application from previous years, so you're invited to connect with your Prevention Resource Center for assistance. This application must focus on programs/strategies for implementing substance use prevention activities. These funds can be applied for throughout the fiscal year. Guidelines Review the following guidelines before submitting the request form: Registered Coalitions may apply for up to $1,000 per request with an unlimited number of requests until PRC allotted funds are exhausted. All funding requests must relate to their PRC’s Strategic Work Plan and should enhance the work and goals of the coalition. Submit directly to your Prevention Resource Center. Download Coalition Resource Funds Guidelines The coalition must complete the Coalition Resource Request Form at least 30 days prior to the date the service is to be provided. Download Consultant Reimbursement Form Original receipts and an invoice must be attached for all reimbursable expenses. Complete one form per check requested.
